تاکید شورای علمای افغانستان در مورد تفکیک جنیستی در محلات آموزشی و دفاتر، با واکنش منفی نهادهای مدنی و سیاسی مواجه شده است.

این شورا روز جمعه، ۱۲ حوت/اسفند، با صدور اعلامیه‌ای بر جدایی دختران و زنان در محلات کار و تحصیل و همچنین اجتناب از سفر بدون محرم شرعی تاکید کرده است.

اعضای شورای علما در دیداری با حامد کرزی، رئیس جمهور افغانستان این اعلامیه خود را به او ارائه کردند و آقای کرزی آن را در این دیدار "جامع" خواند و بر "مدیریت، دانش و حراست" علما در مورد مسائل دینی تاکید کرد.

اما مواد این اعلامیه و تایید آن از جانب حامد کرزی، واکنش‌های گوناگونی را در میان سیاستمداران منتقد و جامعه مدنی افغانستان برانگیخته است.

شورای علما در دو ماده از قطعنامه پنج ماده‌ای خود به محکومیت بی‌حرمتی به قرآن در پایگاه بگرام، در شمال کابل و انتقال مدیریت بازداشتگاه این پایگاه به دولت افغانستان تاکید کرده است. در این بازداشتگاه زندانیان طالبان و گروه القاعده نگهداری می‌شوند.

دو ماده دیگر این قطعنامه به موضوع مصالحه با گروه طالبان و حزب اسلامی و حمایت از گفت‌وگو با این دو گروه اختصاص یافته است. این شورا از "سران طالبان، حزب اسلامی و تمام گروه‌های مخالف مصرانه" خواسته که در یک "روند افغانی" با دولت افغانستان مصالحه کنند.

'مرد اصل و زن فرع'

آقای بهزاد گفت که برخی از محافل خاص که "منافع خود را در ترویج اندیشه‌های طالبانی می‌دانند" در پی حاکم کردن "اسلام طالبانی" در افغانستان هستند

اما ماده اصلی قطعنامه شورای علما که شامل نیمی از این قطعنامه سه صفحه‌ای می‌شود، در باره مسائل زنان از دیدگاه شریعت اسلامی است و در آن با استناد به آیه‌های اول و سی و چهارم سوره نسا نوشته شده که "در خلقت بشر مرد اصل و زن فرع می‌باشد و نیز قوامیت از آن رجال است".

موارد اصلی که شورای علما در این قطعنامه بر آنها به عنوان بخشی از "وجایب و مکلفیت‌های" زنان و دختران تاکید کرده، اجتناب آنها از "اختلاط با مردان بیگانه در عرصه‌های مختلف اجتماعی، مانند تحصیل، بازار، دفاتر و سایر شئون زندگی" و همچنین "اجتناب از سفر بدون محرم شرعی" است.

احمد بهزاد، عضو مجلس و از منتقدان حکومت حامد کرزی مواد این اعلامیه شورای اعلامیه را مغایر قانون اساسی دانسته و گفته است که برخی از محافل خاص که "منافع خود را در ترویج اندیشه‌های طالبانی می‌دانند" در پی حاکم کردن "اسلام طالبانی" در افغانستان هستند.

به نظر آقای بهزاد، موضوع محدود شدن فعالیت‌های زنان، در پی برانگیخته شدن افکار عمومی نسبت به بی‌حرمتی به قرآن در پایگاه نظامی بگرام در شمال کابل مطرح شده و این موضوع بیانگر تلاش برای سوءاستفاده از احساسات مردم در راستای اهداف سیاسی است.

'نگرانی'

فوزیه کوفی عضو مجلس و از فعالان حقوق زن گفته است که مصوبه شورای علما جایگاه قانونی ندارد و "اصلا عملی نیست". او از این شورا به عنوان نهادی نام برد که تلاش دارد خود را در همه قضایا دخیل بداند، ولی به نظر او، تصامیم براساس قانون، در جایگاهی نیست که تصامیم آن قابل اجرا باشد.

خانم کوفی ضمن تاکید بر این که "برای ما طالبان، خود، یک نگرانی است و تفکر طالبان، نگرانی دیگر"، گفت: "طرح مسائل جنجال‌برانگیزی که چه کسی اصل است و که فرع، فکر می‌کنم که ترویج فرهنگ طالبان و زمینه‌سازی برای این است که برخی از گروه‌ها به قدرت و حاکمیت برسند."

برخی بر این نظر هستند که این قطعنامه برای ابراز حسن‌نیت دولت افغانستان نسبت به گفت‌وگو با گروه طالبان و زمینه‌سازی برای مصالحه با این گروه صادر شده است و این مساله می‌تواند دیدگاه‌های طالبان را در سیاست‌های دولت وارد کند.

'جدی نگیرید'

این افراد که مایل نیستند در مورد این اعلامیه به طور رسمی اظهارنظر کنند، می‌گویند این گونه اعلامیه‌ها نباید جدی گرفته شود و به همین دلیل، دولت هم به این نوع اعلامیه‌ها در حد یک حرف رسانه‌ای ارزش می‌دهد و به دنبال اجرایی شدن آن نیست.

شماری از فعالان حقوق بشری و مدنی هم به همین باور هستند و گفته‌اند که نگرانی زیادی نسبت به صدور قطعنامه تازه شورای علما ندارند. محمد نعیم نظری، رئیس اجرایی شبکه جامعه مدنی و حقوق بشر یکی از آنها است. به نظر او، قیام الدین کشاف، رئیس شورای علما، خود هم طرفدار محدودیت آزادی زنان نیست.

آقای نظری گفت: "پیش از این دیدگاه‌های متفاوتی (در مورد مسائل زنان) از رئیس شورای علما، آقای کشاف در کلیپ‌های مختلف تلویزیونی دیده‌ایم و ایشان حمایت بسیار گسترده خود را از تامین حق زن ابراز کرده است. در همین شب و روزها هم این کلیپ‌ها به مناسبت هشتم مارچ (روز جهانی زن) پخش می‌شوند."

یک مقام دفتر حامد کرزی به بی‌بی‌سی گفته است که این قطعنامه براساس تصمیم شورای علما ترتیب شده و حکومت در آن نقشی ندارد. این مقام، که خواست نامش ذکر نشود، از ارائه توضیح بیشتر در این مورد خودداری کرد.

پیش از این وزارت اطلاعات و فرهنگ نیز بر رعات حجاب کامل زنان گوینده در تلویزیون‌های خصوصی و خودداری آنها از آرایش غلیظ تاکید کرده است.

با این همه، شورای علما در ادامه اعلامیه خود افزوده است که در فقه اسلامی "وجایب" دیگری هم در مورد زنان به طور مفصل آمده است که "در وقت ضرورت به آنها مراجعه خواهد شد".

در بخش‌هایی از این اعلامیه بر مبارزه با خشونت با زنان، ازدواج‌های زیر سن و حق انتخاب همسر به وسیله دختران و همچنین حق زنان و دختران در موضوع ارث تاکید شده است.

شورای علما از دولت خواسته است که با عاملان خشونت با زنان برخورد جدی داشته باشد.

به گزارش ایرنا، رستم قاسمی در سومین جلسه شورای عالی صدور گواهینامه كیفیت كالا و تجهیزات مورد استفاده در صنعت نفت كه در محل دفتر انجمن نفت ایران برگزار شد، تصریح كرد: در شرایط كنونی جای هیچ تردیدی برای گرایش بیشتر به سمت سازندگان داخلی وجود ندارد، ضمن آنكه در چند دهه گذشته هزینه های زیادی برای احداث زیرساخت های صنعت نفت در بخش های مختلف انجام شده است.

به گزارش شبكه اطلاع رسانی نفت وانرژی، به صرفه بودن، سرعت و كیفیت سه موضوعی بود كه قاسمی در فرآیند بومی سازی، تولید كالا و تجهیزات داخلی مورد استفاده در صنعت نفت مورد تاكید قرار داد و گفت: در مسیر خودكفایی صنعت نفت باید به توانمندی شركت های ایرانی اعتماد كرد، حتی اگر كیفیت برخی كالاهای تولید داخل نسبت به كالاهای وارداتی از كشورهای غربی كمی پایین تر باشد.

وی با تاكید بر این كه هم اكنون بخش عمده ای از تاسیسات نصب شده در پروژه های جدید صنعت نفت با استفاده از توانمندی های شركت های داخلی تولید می شود، گفت: زیرساخت های لازم برای تولید كالاهای وارداتی در داخل كشور موجود است.

وزیر نفت داخلی سازی و خودكفایی ایران در حوزه نفت و گاز، پتروشیمی و پالایش و پخش را از اصلی ترین محورهای صنعت نفت اعلام و تصریح كرد: باید به سمت نمونه سازی كالاهای وارداتی مورد نیاز و حیاتی در این صنعت برویم و در این مسیر وجود سیستم یكپارچه صدور گواهینامه كیفیت كالا و تجهیزات در كشور ضروری است.

قاسمی افزود: مسیر دریافت گواهینامه كیفیت از سوی شركت های داخلی بایستی كاملا شفاف و آسان باشد تا این شركت ها در كمترین زمان ممكن بدون هیچ مشكلی بتوانند این گواهینامه را دریافت كنند، ضمن آنكه همكاری شركت های زیرمجموعه وزارت نفت در این امر با شركت های داخلی تولید كننده تجهیزات ضروری است.

وی خطاب به اعضای شورای عالی صدور گواهینامه كیفیت كالا و تجهیزات حاضر در این جلسه گفت: برای توجیه هر چه زودتر و بهتر سازندگان تجهیزات داخلی از چگونگی دریافت این گواهینامه بهتر است این شورا از آنها دعوت و جلسه های مشتركی را برگزار كنند؛ چراكه وجود این گواهینامه در كالاهای ساخت داخل مسیر را برای همكاری هرچه بیشتر هموار می كند.

وزیر نفت با بیان كه در بومی سازی كالاها و تجهیزات مورد نیاز صنعت نفت نباید كار را از نقطه صفر شروع كنیم و بایستی از دانش روز جهانی بهره گرفت، گفت: كالاها و تجهیزاتی كه هم اكنون در كشور تولید و استفاده می شود، هیچ گونه مشكلی از نظر كیفیت ندارند، و بایستی برای آنها گواهینامه كیفیت صادر شود و این تجهیزات دیگر نیازی به بررسی دوباره از نظر كیفی و كمی ندارند.

این عضو دولت دهم ادامه داد: وقتی كالایی در یكی از شركت های زیرمجموعه صنعت نفت به كارگرفته شده و گواهینامه كیفیت آن شركت را دریافت كرده است دلیلی ندارد كه برای استفاده دیگر شركت ها دوباره مسیر طولانی دریافت گواهینامه طی شود.

قاسمی تاكید كرد: صدور گواهینامه كیفیت كالا و تجهیزات برای صنعت نفت اقدامی بنیادی و اساسی به شمار می رود؛ از این رو همه صنعت نفت باید با همكاری یكدیگر این اقدام مهم را به نتیجه برسانند.

وی با تاكید بر ضرورت توجه بیشتر به صنعت نفت با توجه به نیاز كشور به این صنعت، افزود: امیدواریم سیستم صدور گواهینامه كیفیت كالا و تجهیزات در صنعت نفت در یك برنامه زمان بندی مشخص به نتیجه برسد.

وی با اشاره به مشاركت انجمن نفت ایران و پژوهشگاه صنعت نفت برای راه اندازی سیستم یكپارچه صدور گواهینامه گفت: این دو نهاد دو بازوی علمی خوب صنعت نفت به شمار می روند اما برای افزایش كیفیت بیشتر باید در این مسیر از همه توان علمی كشور همچون قطب های دانشگاهی بهره گرفت.

احمدی نژاد در پاسخ به یكی از نمایندگان كه میزان شفافیت بودجه را جویا شد، لایحه بودجه را در دست گرفت و به نمایندگان نشان داد و گفت: آقایان بودجه كاملا شفاف شفاف است، همه چیز آن دیده می شود. وی سپس بودجه را به علی لاریجانی تقدیم كرد.

رییس جمهوری 45 دقیقه در صحن علنی مجلس سخنرانی كرد و در ساعت 11 و 45 دقیقه سخنان خود را به پایان رسانید.

رییس مجلس شورای اسلامی با رد اخطار قانون اساسی و تذكر آیین‌نامه‌ای عباسپور كه همزمان با حضور رییس جمهوری و شماری از اعضای كابینه در مجلس مطرح شد، گفت: ما و كمیسیون‌ها كار خودمان را انجام می‌دهیم اگر برای آخر نرسیدیم این پیشنهاد مورد توجه قرار می‌گیرد.

علی لاریجانی تصریح كرد: الان فرصت هست، مطابق آئین‌نامه، ۱۰ روز نمایندگان می‌توانند پیشنهاد دهند و ۱۵ روز هم كمیسیون ‌ها می‌توانند بودجه را بررسی كنند. البته چون انتخابات است و یك مدت مجلس تعطیل است، كمی مشكل خواهیم داشت اما بعداً برای آن فكری خواهیم كرد.

**نایب رییس كمیسیون برنامه بودجه و محاسبات مجلس در صحن علنی پیشنهاد جالب توجهی را مطرح كرد.

هادی قوامی كه در اخطاری با استناد به اصل ۵۲ قانون اساسی و ماده ۲۱۵ آیین‌نامه داخلی مجلس سخن می گفت، افزود: پیشنهاد من این است كه برای حل یكباره این مساله مطابق تجربه سایر كشورها عمل كرده و بودجه را به صورت دو ساله تصویب كنیم.

وی خاطرنشان كرد: تاخیر در ارائه لایحه بودجه یك بحث تاریخی شده كه مربوط به این دولت نیست و در دولت‌های گذشته نیز شاهد آن بودیم.
