به گزارش ایرنا از پایگاه خبری وزارت نیرو، حجم آب موجود در مخازن سدهای كشور از ابتدای سال آبی جاری(مهر ماه 90) تاكنون، حدود 23 میلیارد و 710 میلیون متر مكعب به ثبت رسید كه در مقایسه با زمان مشابه سال ماقبل آن نزدیك به 480 میلیون مترمكعب (دو درصد) كاهش نشان می دهد.

این در حالی است كه حجم آب موجود در مخازن سدهای كشور در مدت مشابه سال آبی گذشته، حدود 24 میلیارد و 190 میلیون مترمكعب بوده است.

بر اساس این گزارش، حجم آب ورودی به سدهای كشور نیز از ابتدای سال آبی جاری(مهر ماه 90) تاكنون با 9/15 درصد افزایش به 23 میلیارد و 300 میلیون مترمكعب رسیده است.

این میزان در زمان مشابه سال آبی ماقبل آن 20 میلیارد و 90 میلیون مترمكعب گزارش شده بود.

میزان حجم آب خروجی از سدهای كشور نیز از ابتدای مهر ماه سال گذشته تاكنون 18 میلیارد و 120 میلیون مترمكعب گزارش شده در حالی كه آب خروجی از سدهای كشور در زمان مشابه سال آبی 90 - 89 به میزان 13 میلیارد و 740 میلیون مترمكعب بوده است.

براساس آمار رسمی، عراق در طول این جنگ بیش از ۳۵۰ بار ایران را مورد حمله شیمیایی قرار داد.

در حال حاضر ۴۰۰ هزار مجروح شیمیایی در ایران زندگی می‌کنند و ۱۰۰ هزار نفر از مجروحان شیمیایی جنگ نیز جان خود را از دست داده‌اند.

۲۹ آوریل (دهم اردیبهشت) به عنوان روز جهانی مصدومان شیمیایی نامگذاری شده است. نخستین بار در جنگ جهانی اول از این بمب‌های شیمیایی استفاده شد و در اثر آن حدود یک میلیون و ۵۰۰ هزار انسان مصدوم و ۱۲۰ هزار نفر کشته شدند.

گفته می شود که در جنگ ویتنام، سپس در جنگ ایتالیا و فرانسه با مراکش و در جنگ مصر علیه یمن و در شوروی سابق علیه افغانستان نیز از سلاح‌های شیمیایی استفاده شد.

پس از جنگ جهانی اول پروتکل ۱۹۲۵ ژنو منعقد و بر ممنوعیت استفاده از گازهای سمی و خفه کننده در جنگ‌ها تاکید شد. هر چند در خلال سالهای مختلف در برخی از جنگ‌ها این ممنوعیت نقض شد.

مصدومان شیمیایی ایران

حمله به مناطق غیر نظامی ایران از اوایل جنگ هشت ساله این کشور با عراق آغاز شد. بر اساس گزارش های سازمان ملل در ۲۳ دی ماه سال ۱۳۵۹ منطقه کرد نشین هلاله و نی حرز در ۵۰ کیلومتری غرب ایلام مورد حمله شیمایی قرار گرفت. در سال ۶۱ نیر ساوجی در مریوان، موسیان، تنگاب در شمال غرب، گردنه بایر در کردستان مورد اصابت بمب اعصاب، گاز نیتروژن و موستار قرار گرفت.

یک سال بعد در سال ۱۳۶۲ این حملات وسیع تر شد و در مجموع ۴۵ مورد حمله شیمیایی در مناطق کرد نشین ثبت شد. سپس در سال ۶۶ سردشت و حلبچه با سلاح شیمیایی مورد حمله قرار گرفتند و این حملات در میدان‌های جنگ نیز ادامه داشت و تعداد زیادی از سربازان نیز در برخی از میادین جنگی به انواع این سلاح های شیمیایی آلوده شدند.

دکتر شهریار خاطری، مدیر روابط بین الملل انجمن حمایت از قربانیان سلاح شیمیایی پیشتر گفته بود که براساس آمار یکی از بازرسان سازمان ملل در طول هشت سال جنگ، ۱۸۰۰ تن گاز خردل، ۶۰۰ تن گاز سارین و ۴۰۰ تن گاز صابن و مقادیر قابل توجهی ترکیب‌های شیمیایی دیگر حداقل یک میلیون نفر را در ایران دچار مصدومیت کرده است.

مصدومان شیمیایی نیازمند درمان و داروهای مختلفی هستند، برخی از این داروها تولید داخل ایران است اما برخی از مصدومان همچنان ترجیح می‌دهند از مشابه‌های خارجی استفاده کنند، هزینه این داروها بسیار گران است و در بسیاری موارد مصدومان باید از داروی داخلی استفاده کنند.

اما نکته‌ای که برخی از این مصدومان شیمیایی به آن انتقاد دارند، نوع حمایت و پوشش بیمه‌ای آنها است.

یک مصدوم حملات شیمیایی عراق به ایران پس از دو دهه

آمارها در خصوص مصدومان شیمیایی که تحت پوشش حمایتی نیستند متناقض است، برخی آمارها حاکی است که ۲۰ هزار نفر مصدوم تحت پوشش بیمه نیستند در حالیکه این افراد در آمارهای دیگر حدود ۳۰ تا ۴۰ هزار نفر تخمین زده می‌شود.

یکی از سربازان که در تحت تاثیر بمب میکروبی قرار گرفته از خاطراه اش در منطقه مجنون می گوید: در هنگام دویدن این مواد با پوست پایم تماس پیدا کرد و مچ پایم تا مدتها چرک داشت. در همین حال بمب میکروبی حامل اسهال خونی باعث شد که سربازارن دچار بیماری شوند و روزی حدود ۲۷ قرص مصرف کنند و شرایط بسیار نامساعدی داشتند.

یکی دیگر از سربازان که در اواسط دهه ۶۰ در منطقه غرب حضور داشته به بی بی سی فارسی گفت که تنها به این دلیل به میدان جنگ رفت که "برایش حس فیلم های تخیلی" را داشت اما در عالم واقعیت موضوع شکل دیگری گرفت. او در یکی از میدان‌ها شیمیایی شد و همچنان با مشکل ریه و تاولهای پوستی دست و پنجه نرم می‌کند.

او که مشکلی برای تامین هزینه ندارد می‌گوید: "بسیاری از مصدومان شیمیایی هستند که برای درمان به خارج منتقل می‌شوند، اما آنجا هم کاری از پیش نمی‌رود، بیشتر موش‌های آزمایشگاهی هستند تا درصد تاثیر این موارد بر بدن را برای پزشکان و محققان مشخص کنند. درد این مصدومان قابل تصور نیست، در بسیاری موارد دید چشم کمتر و کمتر می‌شود و خارش و مشکلات پوستی همیشه همراه است."

یکی دیگر از مجروحان شیمیایی جنگ ایران و عراق که در یکی از عملیات‌ها گاز خردل استنشاق کرده و در حال حاضر با سرفه های طولانی مدت زندگی را می گذراند، از تجربه متفاوتش می گوید. او از انفجارهایی مشابه حمله شیمیایی می‌گوید که "سربازان سریع ماسک بر صورت می‌گذاشتند، اما این انفجارها امکان تنفس را از درون ماسک می‌گرفت در نتیجه سربازان ماسک را بر می داشتند و لحظه ای بعد گاز خردل منتشر می شد و سوزش و تاول و انتقال به بهداری پشت خط به دنبال آن می آمد."

با گذشت بیش از ۲۰ سال از پایان جنگ ایران و عراق، مصدومان شیمیایی ایران با مشکلات مختلفی روبرو هستند.

دولت ایران تلاش‌هایی برای بستری و یا ارائه داروهای مورد نیاز این مجروحان انجام داده، اما به گفته غلام دلشاد، جانباز ۷۰ درصدی و عضو هیات مدیره انجمن دفاع از قربانیان سلاح شیمیایی استان فارس، "بودجه بنیاد شهید برای رسیدگی به جانبازان مناسب است، اما جانبازان شیمیایی زیر ۲۵ درصد از آن بی بهره هستند."

صالح عزیز پور، رئیس انجمن حمایت از مصدومان شیمیایی سردشت معتقد است که بنیاد شهید مکانیزم پیچیده‌ای برای ارائه درصد جانبازی دارد و همین نیز کار را برای مصدومان سخت کرده است.

یکی دیگر از اقداماتی که دولت ایران انجام داد، پیگیری پرونده فرانسیس فان آن‌رات، تاجر هلندی بود که به اتهام تامین مواد مورد استفاده در ساخت سلاح شیمیایی برای دولت صدام حسین به تحمل ۱۷ سال زندان محکوم شد. در این دادگاه مصدومان شیمیایی جنگ ایران و عراق حضور داشتند.
